before they added Geo-Force, the answer was that, of course, Red Tornado should never be in the JLA again.
How about
Geo-Force is so wildly inappropriate that even Red Tornado seems like he belongs there, by comparison?
Could the issue also be that Vixen's boobs are bigger than Speedy's head?
"Geo-Force" here looks suspiciously like Speedy/Arsenal/whatever. Last I saw, GF was a big, bulky guy.
